CSBS Education Foundation: Graduate School of Banking & Graduate School of Trust Scholarship Awards

Introduction

Each year, the CSBS Education Foundation (CSBSEF) conducts a competition to award scholarships to three state banking department personnel to attend the graduate school of banking or graduate trust school of their choice. Nomination forms and instructions on competing for this prestigious award are sent to each state banking department commissioner and training director by September.

CSBSEF is accepting nominations from state bank supervisors of qualified departmental personnel for its Graduate Banking and Graduate Trust School Scholarship Award and Samuel E. Weinrott Memorial and Bill Ford Memorial Scholarship programs.

Examiners may be nominated to attend qualifying graduate banking school graduate trust schools of their choice. You may download a description of the program and process, and a nomination form (may be duplicated or entered into a computer and completed; format must remain as original) by clicking on the links under Program Documents on the right hand menu on this page.

You may nominate examiners to attend qualifying graduate banking school graduate trust schools of their choice.

Each state may submit up to three (3) nominations for graduate banking and/or graduate trust scholarships. Nominee qualifications and program procedures are detailed on the program description.

History

In 1972, the Board of Directors of the Conference of State Bank Supervisors (CSBS) authorized a program to reward outstanding and deserving examiners who demonstrate excellence in their work by supporting their attendance at the graduate banking or graduate trust school of their choice. The Board of Trustees of the Education Foundation of State Bank Supervisors assumed responsibility for administering this program from CSBS. The foundation's name was changed to the CSBS Education Foundation in 2012.

Purpose

The program is designed to:

• Encourage and assist qualified bank and trust examiners to prepare themselves for expanded duties and responsibilities in their banking departments;


• Broaden the examiner's understanding of banking or trust operations;


• Encourage excellence in bank and trust examination;


• Provide the opportunity for State Bank Supervisors to recognize their outstanding examiners;


• Raise the level of proficiency of state banking departments.

The Award

The Award is a scholarship to the Graduate Banking School and Graduate Trust Program of choice funded by CSBSEF and covers the actual annual costs up to $3,000 for tuition, registration fees, lodging, board, text materials, transportation and other related items such as graduation expenses for the top three applicants. In addition, the Graduate School of Banking at Colorado will provide a $1,000 scholarship to the fourth place winner to attend their graduate banking program.

The term of the Graduate Banking School and Graduate Trust Program award is up to three consecutive years depending on the school curriculum and assuming the recipient attends each session and satisfactorily completes problems assigned during the two and three-year courses, and remains employed by a state banking department.

CSBSEF and CSBS are pleased to announce a unique opportunity that you have with the Graduate School of Banking at Colorado (GSBC). The GSBC Board of Trustees acknowledges the rigorous training you go through to become an examiner. Therefore, they have agreed to admit state bank examiners into their three-year program beginning in the second year. To be eligible for this advanced entry, you must have completed the following regulatory courses: Bank Operations, Bank Financial Analysis, Credit Evaluation, and Examiner-in-Charge. GSBC recognizes three levels of accomplishment: Financial Institutions Professional, Master Financial Institutions Professional, and Graduate Financial Institutions Professional. Following the completion of the four courses listed above, CSBS and GSBC are awarding state examiners with an official "Financial Institutions Professional" certificate. This certificate acknowledges academic and professional achievements and represents the first year of the GSBC program.

The schools were selected based on suitability of curriculum and the geographic region served.  Other graduate programs will be considered if the applicant provides qualifying information.

Qualifications

 1. Experience - Nominee must have:

• Three years of experience in bank or trust supervision as an examiner-in-charge, or,
• Three years of experience as a bank or trust examiner plus two years of experience in a bank or trust company.
• Time as a trainee in either case is not applicable.

2. Education - Nominee must have:

• A degree from an accredited college (or its equivalent in bank supervision experience as determined by the nominating State Bank Supervisor), and
• Successfully completed the CSBS Senior School.

3. Promotion Potential - Nominee must have:

• Demonstrated fully to the State Bank Supervisor that he/she has the potential to assume senior level responsibilities, and,
• Shown personal initiative to achieve greater responsibilities.

4. Other - Nominee must:

• Meet all other requirements now or at a later date imposed by the graduate and trust schools to which the individual applies;
• Otherwise be acceptable to and be admitted by the schools; and;
• Continue to be employed by a state banking department.

Nomination Procedure

State Bank Supervisors must nominate candidates using nomination forms provided by the Foundation (click on link on right hand menu on this page). Submit completed forms to CSBS Education Foundation, 1129 20th Street NW, Ninth Floor, Washington, DC 20036, for consolidation and referral to a panel of judges for consideration and final selection.

Candidates & Notification

Upon completion of the judging, the CSBSEF Chairman will notify the nominees of the results. The top three nominees will be asked to register with the graduate banking or trust program of their choice.

Payment & Procedures

At the option of each of the top nominees, CSBSEF will pay for graduate program expenses directly upon receipt of invoices submitted by the scholarship recipient or CSBSEF will reimburse the recipient or the department for qualifying expenses paid.
